Drains Flooding in Heavy Rain Exmouth | Why It Happens

Exmouth drains back up in heavy rain for reasons most homeowners don't control. Here's what's actually going on and what you can fix yourself.

If your drain backs up every time Exmouth gets a proper downpour, you're not imagining a pattern. There's a specific reason it keeps happening, and it's usually not your drain in isolation. It's the system the drain connects to, the geography it sits in, and the distinction between two types of water that most people have never had to think about. Some of it you can fix. Some of it you can only manage. Knowing which is which saves you time and money.

Two different systems, one confusing symptom

Most people assume all drains do the same job. They don't. In the UK, drainage is split into two categories, and how your property is served depends on when it was built and where it sits.

Surface water drainage handles rainwater. Roof gutters, driveway gullies, patio channels. In an ideal setup, that water goes into a separate surface water sewer and flows to a watercourse or soakaway without touching the foul system at all.

Foul drainage carries used water from toilets, sinks, showers, and washing machines. It goes to a foul sewer and eventually to the South West Water treatment works.

Here's where Exmouth gets complicated. A significant amount of the town, particularly the older streets closer to the seafront, the town centre, and parts of Littleham, is served by combined sewers. One pipe takes both. In dry weather, that's fine. In heavy rain, the surface water volume spikes, the combined pipe fills up, and your toilet, bath, or ground-floor gulley starts gurgling or backing up. The foul is trying to drain into a pipe that's already running full of rainwater.

You didn't cause that. Your drains aren't blocked. The shared system is overwhelmed.

Why Exmouth specifically struggles

Exmouth isn't a particularly high-rainfall town by Devon standards, but it has a set of physical characteristics that make heavy rain events worse than the headline millimetre figures suggest.

The town centre and seafront area sit low. The Maer, the area around Exmouth Seafront, and streets running back from the dock all have limited natural fall for water to drain away quickly. When rain falls faster than the system can shift it, water has nowhere to go but back up through the nearest low point, and that low point is often someone's gulley, manhole, or bathroom.

Phear Park and the surrounding Phear Park neighbourhood sit on ground that takes water from higher up the slope. In a hard shower, water moves quickly down through Halsdon and Brixington before the lower network has had a chance to clear.

Lympstone and Exton, south of the town, have their own drainage pressures. Both villages sit close to the Exe estuary, and drainage that relies on gravity outfall to a watercourse can slow or reverse if it coincides with a high tide. That's not a blocked drain. That's physics. The water simply can't get out as fast as it's coming in.

Woodbury and Woodbury Salterton, slightly inland, sit higher and generally drain more freely, but the watercourses they drain to can back up into garden drainage during prolonged wet spells. Otterton and East Budleigh share similar conditions.

Budleigh Salterton has sections of older infrastructure with combined sewers, and the town's position at the mouth of the Otter can create the same tidal lag issue Lympstone experiences.

Sidmouth, which we also cover, has topography that funnels significant run-off down into the town from the valley sides. The beck culvert through the town has overflowed during extreme events. In those cases, even well-maintained private drains back up simply because the destination is full.

What a homeowner can actually control

Not much of the above is in your hands directly. But there are real things that make the difference between a heavy rain event that passes without incident and one that leaves you with six inches of water in the utility room.

Your private drains and gullies

Even when the public sewer is running full, a private drain that's partially blocked will back up faster and stay backed up longer than a clear one. Grease, soap scum, silt, and root intrusion all reduce the pipe's bore. When capacity in the shared system is reduced, you need every millimetre of your own pipe working correctly.

Gully pots, the little chambers below your driveway or patio drains, fill with silt and leaf debris. When they're full, they can't take any more water. Clearing them is a five-minute job with a gloved hand and a bucket if they're not too far gone. If they're compacted solid, high-pressure water jetting shifts it cleanly.

Surface water going to the wrong place

Extensions and new patios added to older properties sometimes get drained into the foul system because it's closer and easier. That's usually technically a misconnection, and in a combined sewer area it adds rainwater volume to a system that's already under pressure. Worth checking if you've had any drainage work done in the last ten years, especially if backing up is a new problem.

Conversely, if you've added impermeable hard standing, driveway, or patio, you've increased the run-off that hits your drainage. Permeable paving and soakaways can take meaningful volume out of the system altogether. They're not cheap to install, but they're the right answer for properties in low-lying areas that flood repeatedly.

Manhole covers and inspection chambers

On your private land, any cracked or sunken manhole cover can let surface water straight into the foul system at the point of entry rather than through the normal gully. A cracked chamber wall does the same thing underground. A CCTV drain survey will pick both up. It's the kind of defect that's invisible until it causes a problem.

Knowing when to call

If your drain only backs up during heavy rain and clears again once the rain stops, that's almost certainly the combined sewer being overwhelmed rather than a blockage on your private run. You might not need us at all. Report the surface flooding to South West Water, because persistent sewer surcharging is their maintenance liability.

If your drain backs up in dry weather, or backs up during rain and doesn't clear, that's different. That's a blockage, a root intrusion, a collapsed section, or a misconnection. Those need attention regardless of what the weather's doing.

The repair versus replace question

For properties in Brixington, Marpool, Withycombe Raleigh, or Sandy Bay that have older clay pipe drainage, root intrusion is common. Tree roots follow moisture gradients and clay pipe joints are not sealed. A root mass that's been growing in a pipe for three or four years can reduce a 100mm pipe to a 30mm gap. In normal conditions, water still gets through. In a heavy rain event, it doesn't.

Root cutting clears it, but without relining or replacing the affected section the roots come back, usually within a year or two depending on the tree. A CCTV survey after root cutting tells you whether the pipe wall is intact enough to reline or whether it needs digging out. Relining is usually faster and cheaper than excavation. What the public network question means for you practically

South West Water is responsible for public sewers. They have a duty to maintain capacity. If you're in a road where the drain floods every time it rains, report it. The maps of combined versus separate sewers are publicly searchable through the South West Water asset map. Worth a look before you spend money on private investigation, because if the problem is on their asset, it's their bill.

That said, private drains on your land, including the lateral that connects your property to the public sewer, are yours. The boundary is typically the public highway, though it's not always that clean. If you're unsure where public ends and private begins, a CCTV survey with a mapping report will confirm it. The honest position

A lot of Exmouth homes will back up in a proper downpour no matter what you do, because the combined sewer infrastructure wasn't designed for the current volume of hard standing and the rainfall intensity that Devon gets in a bad autumn. You can't fix that. What you can do is make sure your private run is clear, your gullies aren't silted, and any structural defects in your own pipework aren't making the problem worse than it needs to be.
